This is for Synths which support tun files such as Zebra.
It allows you to freely tune each key so that you even can play it polyphon (with pitchbend this would be monophon)

You want to retune a Synth so that you can use something like this:

Ergo just Retune eg Zebra's a1 to :
221,23 Hz = A (a1 = 442,5 Hz / 440 Hz + 9,6 cent)

Some synths have mastertuning, but for those who haven't..like Lives instruments, this could be useful.

Nope that is not global tuning since you can tune each key of one octave by its own !
That allows you to have 12 individual frequencies.

Or what do you mean by global tuning ?
I understand global tuning like a master tune of a synth which is by default 440Hz.
If you retune it to 432Hz all other keys will also be shifted.
However with individual tuning you can tune each key by its own.
12 individual frequencies should be enough for most planetary or even molecular tunings , no ?

The only downside appears is when you need two similar keys of different octaves to be tuned slightly different.
For this you need to workaround by using a higher key (and detune it up or down to the desired tuning) or use another Synth.

btw this feature is built into Logic.
It has a global retune single key tuning as well as Hermode tuning, so that you can retune all synths,
even those who do not support theses tuning files.

Mastertuning would affect each key.
If you increase the mastertuning by 10 cents all keys would get 10 cents added.
This is not the case when you use tuning files.
With a tuning-file you could add just 10 cents for ONE key, eg a
