Of course. Although the relationship is obviously not that simple. In theory a government can tell a corporation what to do, and sometimes they do. But not the way these Tea Party/libertarian types think they do. In general though, it is the capitalists who tell the governments what to do. In America it's the finance industry in particular that does that.
