ok so i use live 7 and cool edit.

i want to record myself rapping/singing. i have a few problems with that though.

1) if i record straight in to ableton i have been getting this delay so my vocals are off beat and it effects my delivery

2) if i record in to cool edit and then put the recording in live to EQ and master, live will mess up the timing of the clip and my voice is too fast then too slow and basically horrible.

... so maybe i am doing something wrong (i hope so). or maybe i should be using something else?

i would really appreciate your views on what i should do.

first of all: what soundcard are you using, what are the settings on that and in Ableton?

are you getting this delay in what you are hearing or are the vocals effectively recorded late?

in the first case, you should turn monitor in Live to "off" and monitor your vocals through your soundcard directly, if it offers such a feature

You need to adjust the latency settings in Live's Preferences - less is better for recording live input.

this is only, when you monitor through Live or record midi.
AFAIK, audio recording is not delayed on higher sample buffer sizes

i think i understand your problem.

When you're tracking in ableton, you can hear your tracked voice playing and its delayed, which can throw you off. This is because the signal is traveling through your Preamp into your computer and then back out through your headphones (assuming you're wearing headphones, which you should).

Simply turn off that track while you're recording.

As for importing from Cubase, i would assume the track is Warped by Ableton when you import it. Click "Warp" to disable it and it should sound fine.
