Holding CTRL in MIDI editing window (piano roll) doesn't allow for draging and copying as it used to. No "plus" mark appears either.

EMU PCI 0404
Windows XP Pro, SP2

I would concur with this on a Mac. It seems that the copy function in the clip view is not well. Using Alt/Option + Drag on a Mac doesn't copy the note when editing MIDI.

Actually it does allow for copying but you have to press control only AFTER you've already started dragging the midi note.

This is different behavior than live 7.0. Was it intentional?

No, that's the bug. In Live 7, you had to press the modifier before clicking the note. In Live 8, you're supposed to be able to press it before, or after. Before is broken, but will be fixed in the next beta.
