recording problem, different PC

My other PC which doesn't have a nice Presonus card/box but has the stock realtek rubbish doesn't record audio well.
The latency is turned down to about 14ms (maybe I should turn it up), and when I do the arm record and start recording, it skips bad. Just like trying to watch an HD youtube video on a slow PC.
PC specs.
Intel 3GHz CPU (pentium)
4gb memory
1/2TB hard disc
Gforce fast card (yes I put it in and forget what type I put in.)
22in LCD
Windows XP Pro
Ableton 7.something
