Personally I think the best place in the Project you created them in
You can combine sets and access all the clips from within the project.
Raw Samples I put in Live's Library but I really like the fact I can open a Project in the browser and pull out the clips I need for the current project.
I like producing in little steps. Like putting together Hi Hats and saving the project in a Hi Hats folder in my Documents later when I need It I know where it's at.
Hope that helps

I keep all of the loops, clips, samples etc that I have created in one folder. Al sample CD's etc in another and leave Live's library folder on it's own.
I don't think it makes to much difference how you go about it. As long as you don't clutter up your collection with rubbish it's super easy to use Live's context sensitive search function.
