I think I found a cool workaround to allow dragging-in intact scenes from another project when the track layouts are not compatible.
If you attempt the above initially and you try to get the horizontal bar in the scene list in the master column, you won't get it - because the track layouts don't match. To work around this, first drag the new scene .als in as a vertical bar to the left of the current first track of the currently loaded .als. This adds the tracks to the set - in the beginning of the track count (it also adds the clips to the existing scenes - which we'll delete later). Then when you try dragging in the same .als a second time Live will find the compatible track layout as the first tracks of the receiving set and you'll be able to get a horizontal bar in the master column. Drop it where you want it, and the scene names and tempos come with it this time. Once you delete the clips from the first transfer you're good to go.
