Can you control with midi on just the device in focus?

In other words, could I have a certain knob on my midi controller control only 1 parameter at a time, depending on what device is in focus?

Right now I can assign knob 1 on my ozone to track one pan, the volume on a simpler, the pan on a drum rack, etc. But if I move this knob they will all move. Can you make it so it will only the move the parameter for the device that I clicked on(the one in focus).

Sorry, it's really hard to word this. My Ozone only has 8 knobs. My question is basically can I have 8 knobs per device rather than 8 knobs for the entire project?

Not for focus but Midi is sent on a 1 of 16 channels or omni. You change the midi channel on your controller, and set up the track to receive midi data from say.... channel 1 for the panning of the track and channel 2 for the track containing the simpler. Now when you want to pan... set the controller to transmit on channel 1 and if you want to change the simpler's vol. transmit on channel 2. Hope this is helpful.

Look up "Instant mapping" and "user remote scripts" in the manual or here on the forum; it will do exactly what you want it to.
