I searched for free DX7 editors for Windows and mostly found a bunch of dead links.
What I'm looking for is something I can input the information from this old scan of Keyboard Magazine with 4 DX7 presets on it and export a DX7 .syx file that I can then import into FM8.

Took me a few minutes to get up to speed, but it works well. Also do not forget to do function -8 and enable system info available, also unlooc the internal memory slots, or the sysex cannot be sent. To send sysex from the DX7 you will to also scroll down the function =8 until you see transmit data, then hit yes.
