IMPULSE panning bug??????

I tried panning my hihat in impulse and it is still dead center. Is this a bug or am I doing something wrong? Also hoe do you track out your drums in impulse? I read somewhere that you add audio tracks and you assign each sound(from impulse midi track) on there to the audio tracks. Tried this and it worked but I cant hear the sounds when I have the monitoring off/auto.
