I have two clips that i want to splice together to make 1 clip...how would I go about doing this?

You need to use an application outside of ableton to do destructive audio editing - audacity, protools, etc.

1. Copy them both onto the same track in Arrangement view placed how you want them
2. Hit <control> J to consolidate both into a new audio clip.

you want Clip 1 to play then Clip 2 to play? Arrangement view - line them up how you want - Consolidate.
OR do you want them both to play at the SAME TIME but as one clip? - Resample track, play them both at the same time and record into that..
