Use Live's rather simple midi mapping system to assign a button (ctrl/cmd+m) or key (ctrl/cmd+k) to (a) the record button in Live's transport bar or (b) a clip start/stop button. Arm the track to make use of option (b).

Use the midi mapping system again and map a key/button to the "tap tempo" area in the upper left corner of the GUI. Then...
