Double/halve the length of each midi note OR midi clock

Hello all, this is my first post.
I want to take a group of midi clips and double the length of each note without it being a huge pain in the ass. The note length effect won't work because each note stays in place, but I need the end of each note to move to it's new position after each note has been doubled. Any ideas aside from rewriting each clip? I think I could acheive the same effect if I could figure out a way to use the midi clock with different bpms, like having one computer at 60 bpm that's synced to the other at 120.
