If you click on this guy's history, you'll see that he's come down from $10 each just a few months ago.

Man, that pisses me off! If guys like him had any idea how hard putting together a sample or sound effect CD was maybe they would think twice....but probably not. Years of research and development go into it. If you can't afford them then make do with what you have. You'll find that you are forced to be more creative that way anyway.
