Effect Movement in a Box

I want to make an effect rack that slide some parameter according to global tempo or better, sync to global tempo and according to a paramenter (like lfo-rate), so everytime/everysound I'll use this effect, it is goin to move some paramenters in the same way.
better, I explain my idea:
I want a morphing effect that, on each bar, slides a notch cut-off from very low to very high, automaticaly.
