It's not directly supported, but there is work around.
Make a rack.
Put the effect you want on one chain.
Add an empty chain.
Set up chain select regions so you can switch between the chains with chain select.
Automate the chain select parameter on the clip you want the effects on.

Well as you insist
the on/off switch is the green circle to the top left of the effect.
click it, on or off, doesn't matter.
now in arrangement view:
expand the relevant track
the automation line for whatever you just clicked should be visible, now you can edit it with the pen device.
this is called 'track automation'.
or, in session view:
you need to use clip automation, which you access by double clicking the clip, then displaying and clicking the 'envelopes' section of the clip view below. I don't have live in front of me right now, and i'm not sure clip automation allows you to access device on/off controls, hence the need for setting up a rack as suggested in my earlier post.
I strongly suggest you read the relevant sections of the manual (accessible from the 'help' menu) to get your head around all the possibilities here. Your first question was reasonable because Ableton doesn't have clip effects and you have to work around it; your second question is all in there

There are many ways to achieve what you want, also depending on the effect you want to use. So what effect are you trying to automate in the clip? I can probably guide you through it
