What kicks/snares etc do you reckon he's using? Will I need a plugin...?

2-step Garage tunes (even ones from... The Future!) tend to work best with the bassline handling the low end, so the kick and snares are usually very short decay and left to fill in the lower mid range of the EQ.
You can get a tight sounding snare and kick by taking the average hip hop drums and pitching them up a bit; alternately, you might like to keep the original pitch but make them quickly decay by fine tuning them in your sampler.
Hi hats need to swing and not slosh over each other, so keep their decay extremely short and play with a few variations on the same hi hat.
Live do what you want in terms of sample management and sequencing, as well as compression and EQ to make the beat pop. As for the samples themselves, I'd start with a free pack of hip hop/r'n'b drum samples and see where it gets you.
