How to insert/move clips on less than a quarter note

I can't figure out how to add a clip or drag it on, say, a 1/16 or 1/32 note instead of just a 1/4 note. I checked the manual and didn't find anything. It's been driving me crazy.

zoom in? is this in arrangement or session view?

Arrangement view. I've zoomed in as much I can.

Right click in the arrangement view (in the area where you put all the clips) and make sure the grid is set to something sensible for what you're doing. Zooming in only helps if the grid is set to Adaptive; there are also a variety of fixed grid resolutions.
