How to use velocity zones in a rack

Hi,
I'm trying to setup a very basic velocity zone but can't seem to get it to work.
Based on the input of a midi note what I'd like to do is:
1) I'd like to have notes with velocity 0 to 99 have their pitch decreased
2) I'd like to have notes with velocity 100 to 127 have their pitch increased
So what I did was use an effect rack with Chain A (0 to 99) set to have velocities 0 to 99 and a pitch decrease. And Chain B (100 to 127) to have velocities 100 to 127.
The problem is that if I make a midi input clip with velocity = 99, I don't hear anything. If I make clips for velocity = 100 I do hear notes.
Any ideas what I'm doing wrong?
