LIve Newbie: How to send MIDI prog. changes to my VST effect

I just got Live 8 and got some of the basics down, able to create audio tracks, load my VST effects, sound clips, etc. All is good there. However, what I can't seem to figure out is how to send MIDI program change data to my VST effects. I am using a RME Fireface 400 and a Tech 21 MIDI Moose that sends MIDI program change data. Normally I can figure this stuff out in programs, but the Live interface is just not as intuitive to me.

So, I have this VST looper (Echoplex - EDP) loaded up in an audio track of Live. I want to send a MIDI program changes to it to trigger record, overdub, etc. I created a MIDI track, set it to receive data from my Firecase MIDI port, and then I'm sending the output of that track to my audio track with the VST looper in it. I've done all that but the looper is not getting the data. I have a feeling that Live is setup to expect MIDI note changes rather than program changes. Can someone give me a run down of the basics to troubleshoot this?

the way you set up the tracks is correct, make sure the miditrack has the monitor set to "In" instead of "Auto", or that it is record enabled.
