I don't know why i have in my Live 8 these unnormal folder icons so i can't drag them, to have empty instrument or effect. I found one site on the net with same problem but there were no helpfull answers, so i thought i could ask here. What to do to drag blank ie. Auto Filter?

It looks like you are trying to drag a folder instead of an effect contained in the folder...

The folder isn't an effect, it simply holds the effects.

yes, you are correct but in every Ableton video on YT folders are folders of contains but also they are dragable as new, empty effect or something
for example here, they have different icon and he just drag main operator:

you're right, those shouldn't be folders. have you tried searching for those effects (like auto filter) in this directory?:

yeh, looks like you're using one of your 3 user-assignable locations for your library, probably using the standard library folder would sort that out.
