NanoKONTROL2 Encoder Weirdness: Ableton

i have managed to program all the SLIDERS and BUTTONS on the NanoKontrol2 to communicate properly with Ableton Live.
however, the ENCODERS are another matter.

what i experience is:
when i assign an encoder to a parameter in Live (a pan, a wet/dry control, a fader), the Live knob/slider responds erratically.
the Nano is sending a CC with value from 0 to 127 (and Midi Monitor shows these values are transmitted to the computer smoothly) but i can't seem to get a proper 0% to 100% response in Ableton.

i have takeover mode set to 'none' because i was suspicious of it.

this is with the Nano in CC Mode (not the Live specific DAW mode, which i found even more infuriating).
no other device is transmitting MIDI data. and no other device is even set to the same channel.

the closest i can get it to 'normal' operation is: when i turn encoder from left to right, the Live knob/parameter will start to respond when i'm at about 10 o'clock and then stop responding at around 2 o'clock.

a mystery to me. thoughts?
