How to make noise sing?

Hello all,
I want to take a broadband noise, such as wind or rushing water, and modulate it to sound like singing. I'd like to record speech, and use it to modify noise to mimic the voice. I want the wind or river to sing.
When the speech is louder, I want the noise to get louder. When the speech goes up or down in pitch, I want to emphasize those frequencies more.
Has anyone done something like this? Is there already an appropriate plug-in? Does this effect have a name I can Google?
