Can Progam Change messages control Live?

Heya Live-headz,
I've read one post by a gent who claimed he could control Live using program change messages -- but there was no other info... Does anyone else know how to do this?
I've got a Tech21 Midi Mouse that I am hoping to use as part of a controller -- the scrolling function makes it perfect for controlling scenes.
