Adjust note timing

On a Push demo, I watched the tester turn a knob and "nudge" the timing of a note slightly off the grid.
What is there a similar way to do this without push? Are there any new functions added to version 9 that can do this?
I know you can click a note and hold down command then an arrow key, but sometimes its not as precise as i would like it to be (if i am zoomed out for example).
Any thoughts? Thanks!
