I am trying to create a drum rack where each sample pad has it's own effect, but the effects I apply seem to span all sample pads. Is there some kind of toggle button that allows me a greater scope?

Yes, it's called the chain list. Each pad has its own chain, which can contain effects and racks. The toggle button to view it is on the left side of the drum rack that looks like a bullet list.
