I'm a Newby to Live and computer recording. I have Live 9 Suite. I am trying to play a track in Live and record the sound in my webcam software. I have no problem connecting a guitar to my interface, switching on the camera, and getting a recording of the sound with the camera. However, when playing a Live clip that has been looped, Live won't send it out to my sound hardware so I can record it. the VU meters in windows control panel stay quiet. I have tried just about every combination of inputs/outputs on my hardware, mix software, and live with no luck

I'm using live 9 suite and my firewire interface is focusrite saffire pro 40.

hopefully someone can tell me what I am doing wrong.

Try Soundflower

http://cycling74.com/soundflower-landing-page/

Basically you'd set Live's output to Soundflower and the screencast software's input from Soundflower.. then I think what you will have to do is set up Soundflower itself to route to your sound card so that you can actually hear what is going on.

You don't need soundflower on a PC. You route the audio through your settings. Sorry I can't help more but the information is out there if you search for it.
