Really? Can it not be done, or is it too stupid of a question?

I don't think there is a specific functionality for this, at least not a completely blank new scene.
If you press "New" on the Push controller it will make a new scene by creating a blank clip of the "selected clip" and duplicating all of the other playing clips in a new scene right below the selected one. So if you make it so only the selected clip is playing you'll essentially make a new scene.
In session view if you hold duplicate then press one of the scene launch buttons it will duplicate that scene below itself. You can then hold delete and delete all of the clips from your newly created scene and you'll have a new blank scene.
As you can see there are many ways to do it without having a dedicated "button" for it.
"New" is pretty close. You are obviously making a blank scene for some reason, so just make sure you only have a clip playing from the track you are about to work on in a blank scene playing and press "New", problem solved.
If there is some special way to do this specifically I have yet to discover it.

Here's a thread where people have been collecting a "cheat sheet" of Push button combinations that are useful, take a look.

Also don't forget about keyboard shortcuts.
You can press "Command+I" to insert a new scene below the selected scene, also very easy.

On the push for a new blank scene, press shift + New.
