Can you make a sound mute another in impulse?

Yes, but this feature is only available to slots 7 and 8, by clicking the Link button for slot 8. This feature was specifically designed for open/closed hats. So if you move your hats to slots 7 and 8, you will have the "choke" ability normally found in the Drum Rack. See 404 of the Ableton Live manual for more details.

Only if you switch to a Drum Rack. Impulse causes slots 7 and 8 to mute each other.
The best work around I can think of would be to put the non-choked sample in two slots. So play slot 6 if you want it to play through in spite of slot 8, or play the same sample in slot 7 when you
do want it to be muted by slot 8. Or something like that...
