sustain pedal to longer notes instead of own midi channel

I would like to change the behavior of the sustain pedal to increase the length of midi notes instead of storing an on/off in the sustain pedal midi channel. How can I achieve this?
There a few contexts I want this behavior for:
- external instruments that do not have built in support for a sustain pedal
- After recording a piano part with the sustain pedal pressed, change duration of individual notes
- apply the sustain pedal before input to arpeggiator so that arpeggios can continue while changing hand position without increased note duration
Any suggestions would be greatly appreciated!
