Can Clip editor actaully...EDIT a clip????

I hope I'm just missing something but does the clip editor in session mode actually edit clips?
I can only see how it warps a clip and transpose and blah blah blah.... but why can I not select a bar of the clip and duplicate that over the next bar? That's what clip editing would actually be... warping a clip is warping a clip not editing it.
So I know you can record the clip to arrangement a re-form the clip that way, but why have that work around? Is there not a way to cut and paste within the clip editor?
Another major question: Do I really need to record just to get a clip into the arrangement. I've tried to drag one into the arrangement view selector... i thought I saw someone do that in a video to skip the recording of the clip, but I can't get it to work. Do I really have to sit there while it records two bars so I can cut the clip up within the clip?
