I read that this was implemented in Live 9 but can't see how it is supposed to work.

So if I power up a midi keyboard after loading Live 10 it does not become recognized. Specifically my NI Kontrol 61

I seem to always forget to turn it on first.

Only seems to work if I disconnect the USB plug and then connect it again.

Still annoying though.

Other DAWs can pick up any midi device activating after Live has loaded. Why is that such a problem for Ableton?

Depends on the OS too, you can do this with MacOS and it usually works fine.
