Has anyone have any luck with fixing CPU Throttling !

CPU Throttling - Pops & clicks / noise bursts with Laptops
I downloaded the speedswith program and still having problems.
Running win xp home and I can not change IRQ's.
Bios does not let me disable onboard audio.
Ran with Live 4.04,4.1.1,4.12,4.1.4,Live beta 5
Any tips will appreciate.
