I was wondering if anyone can advise how to re-create this effect chain for this dark house music vocal?
What needs to happen in order for this to work? slow down the vocal perhaps...

Sounds like a harmonizer, or guitar pitch pedal.

You can emulate a few ways. Easiest probably to duplicate vocal track, turn on warping and pitch shift clip down and blend unprocessed/processed track to taste.
