I wanted to tell you all about a piece of software we made for studios, musicians, mixers, engineers and content creators. Its called EE

EE enables you to directly control applications with your Midi Controller to access standard UI functions, create and trigger macro workflows, interact with smart home systems, use your Voice, Keyboard, Mouse, Xbox and other Gamepad controllers +our programmable context menu as a midi controller or alternative input for your DAW.
EE works with OSC, MIDI, KEYBOARD, MOUSE + lots of other devices

I already use Bome to do much of the same as it's been around for a long while. Software looks interesting tho, would be interested to know what the projected cost would be and how it can handle things like thruput for MIDI allowing you to use your midi device as normal but pick up selected signals to be re-routed to different controller midi inputs etc?

Bome is an awesome tool I agree.

EE however is not designed like Bome. EE supports any input type and any output type that your computer can support.
Midi is just one of the inputs it supports. It support OSC, Voice input, Mouse, Keypress, Has a customizable context menu for touch enabled monitors or mouse control and supports just as many output types including smart home things. So if you want to use your midi controller or OSC input to dim your studio lights you can do it : )

On the midi filter thing. Unfortunately due to restrictions in how Windows deals with Midi and how applications latch onto midi ports this filter action is not possible. You could use Loop Midi to do some of this routing for you I think and should be able to achieve what you need with that and EE.
Think of EE as a big sandbox to customize what any of your controllers can do.
