Why CC 32 is missing on the list of MIDI Controllers in Envelopes in Clip View?

Controllers 32 – 63 are defined as "Controller 0-31 Least Significant Bit (LSB)". CCs 33, 34, 35 etc are there, only 32 is missing. I didn't go through the list one by one but it seems 32 is the only one that is missing. What's so special about CC 32?

It is the LSB for Bank Select:

Not sure, but maybe it is absent because Bank Select is in the "Pgm Change" part of "Notes".
