Why is there a blue outline around cursor in Ableton when fullscreen?

I think I haven't seen this before, is this normal? Why does this happen?

It's 2024, Ableton Live Intro 12, on a Mac, and I'm still having this problem. I tried taking a screenshot of it, but then even the screenshot icon was glowing blue. If I switched windows, the blue glow would go away, but when I came back to Ableton, the blue glow would return... and, suddenly, while I was making a forum account to reply... it went away. :?
