Some VST`s not appearing in browser

For a long long time now (and I have previously posted ) I have had an issue with Native Instruments Komplete Kontrol not appearing in my vst browser despite it being available on my PC in my custom VST folder (64bit) and operating perfectly in standalone. I have had on 3 occasions, remote access with NI who are dumbfounded as to the reason for this happening, as everything is as it should be.
I recently purchased XLN audio XO and surprisingly this does not appear in ableton vst browser either, despite working in standalone.
I should point out that I like probably all of you, I have way too many vst installed, and am admittedly, pretty addicted to buying them - so I know what I am doing when it comes to installing them. and 99 % of what I have installed works - all loaded into my custom vst folder (64) along with numerous vst3 stuff in the systems vst3 folder
XLN audio are also at a loss also as to why this is happening, having been in contact many times with their support
So I have come to the conclusion that my pc (win 10) is somehow producing the error that prevents these 2 programs from working as they should - obviously the answer would to do a complete reinstall and refresh - but with what I have here that's frankly an ominous thought to have to carry out. so I am reaching out to any PC boffin out there, who might have any idea as to why these 2 programs, and these 2 alone, do not work with ableton. ( I have tried the by-pass blacklisted option on scanning - many times to no avail) I have switched off firewalls and virus protection- re loaded etc etc for literally over a year!!!
I was hoping that Live 11 might resolve this issue, but Ive recently got the beta version running here and its still has the same issue.There is obviously some program or file installed on this machine that prevents these programs from operation - someone give me a clue!!!!!!!!
