Delete Live 10? Plugins grayed out in 11?

I'm on Windows and I just installed Live 11. Can I now use the Windows uninstall feature for Live 10? It won't remove any of the packs or anything right?
Also in Live 11, I go to preferences -> plugins and I can not do anything. None of the buttons are clickable. I can't rescan the folder, enable VST3 etc. None of the buttons on that page are clickable. All the other preference pages work. What gives?
