Insert Scene & Delete Options Greyed Out/Not Working

Why is this happening? Never experienced it before...
pc/mac?
I have noted this also, only in the Create menu it appears greyed out but if you do CTRL+I it will still insert a scene and it will pop the insert scene out of grey. Also, if you delete a scene manually from the master channel it seems to also wake this up.
This is in L11, I never noted it before but I also just use key commands to insert/delete things and not the menu so never would have noted it.
I'd say it is a bug of some kind as I cannot find a rhyme nor a reason for it.
