Is there a way to have one midi clip provide the note on/off and velocity while another - or the player - does the harmonic progressions?

I think this would require some kind of midi sidechain. There are workarounds, such as feeding midi to gatekeeper or similar rhythmical gating effect, but this does not sort out the attack sound,
