Reduced latency when monitoring?

Hello,
Is my understanding correct that "Reduced latency when monitoring" ignores any plugin latency on the other not-monitored tracks, besides the master bus? In other words, if I have zero-latency plugins on the track I am monitoring/recording, does "Reduced latency when monitoring" assure that it will not gain latency if another track has latency. Thanks.
