I've read the manual, I know about 16 velocities mode, and I think I know the answer but I can't really believe it:

Is there any step sequencer mode, drum or melodic, that lets you add a note by tapping its place on the timeline, and will add that note to the timeline at the tapped velocity?

Not natively...
I think PXT used to do it a while ago, but I've no idea if it's running on L10 or L11.

Don’t believe it is any longer or with Push 2. I purchased it about a month before P2 came out and was really loving it, never considered it wouldn’t work on P2 and was devastated when I found it didn’t. By the time a replacement had come out at another cost I was over it and never bothered again.
