Does CPU Performance Affect Recording Latency?

Hi!
I'm finding that as my sessions get more complex, the recording latency becomes more extreme, even with my Audio Interface set to a bitrate of 64bits and Reduce Latency on. I've found that removing effects and Freezing tracks helps alleviate this issue.
I'm wondering if upgrading my CPU will help reduce this latency, or at least allow me to run more tracks and effects before it starts to take effect?
I have a Windows Desktop with an i7 7700k and 32GB Ram and an NVME SSD, so I think my 4 year old quad core might be holding me back.
Am considering upgrading to a new Ryzen 5 5900x 12 core CPU which is obviously in a different league to the outdated quad core.
For reference, my interface is a Focusrite Scarlett 18i20 Gen 2 and Focusrite Scarlett 2i2 Gen 2 and I'm using Ableton Live 10 Suite.
