Why can't I use older versions of Live with my newer license?

I have Live 11 Standard for my desktop. However, I want to use Live 10 Standard on my incoming laptop just to ease the hardware usage. I decided to try downloading Live 10 Standard on my desktop and register it but it said it doesn't match my license. So I can't use older versions like 10 with my newer license?
