I installed live 11 on a new mac yesterday and this morning I setup I cloud; but maybe I messed with something; anyway there are no devices in m4l devices (like the default devices); except the basic empty one for each type. Although there are now max patches in the "normal" live midi/audio/instruments devices (like mpe or midi monitor). Is this normal in live 11?
there is a Max 8 folder in the documents (which is now apparently synced to icloud; not sure I'll keep this on); and this is empty is this normal?
also where are the folders where I can put my home made library of m4l devices?

while I'm here another question; can I import a whole user library + packs folder from live 10 to a live 11 installation or just the user library and I need to download an updated versions of packs?

sure you can import your User library, just copy paste it.
Regarding packs, I think you can do the same but I'd rather download and re-install them [edit: actually it's not worthe hassle, you can copy/paste them to your new computer, and then use the relocate packs option in Live's preferences).

Yes it's normal if you haven't install any (M4L) packs yet.
The Core Library's M4L devices are now part of the general categories with native Live devices.
