Non momentary x-y

Hi
Is it a matter of a controller or ableton whether the x-y can be non momentary?
With mouse, it is non-momentary, and I think novation x-station controller had it momentary, which was clearly invented by non-musicians.
How to make sure Quneo controller retains x-y position upon releasing touch?
