MIDI CCs always going through MIDI tracks ??

I've disabled "Local control" on my OB-6 synth. So the knobs only send CCs and do not control the synth itself.
If I set up a MIDI track to play the OB-6, I would expect that turning the knobs on the synth would produce changes only when the MIDI track is armed.
With the track armed, the CCs coming from the synth are received by the track and sent back to the synth. Even when nothing is playing, you can see MIDI activity from the MIDI track "meter" if you move a knob. To me, this is to be expected.
But even with the track unarmed, the parameters change when I move a knob, meaning the CCs are still going through the MIDI track. Although the MIDI track "meter" shows no activity.
Is this a bug ?
