Trigger scenes with Midi PC or CC

Hi,
I know it is possible to assign midi notes to trigger scenes or stop.
I currently use a Fractal Axe FX 3 and the FC-12 floor controller. They can send Midi program changes and midi CC, but not midi notes.
Can the "Trigger Scenes" and "Stop" commands be mapped to midi PC or CC?
