Relationship between Ableton CPU meter and Mac Activity Monitor CPU usage

In the above example, I have an Ableton 11.2.6 project open but not playing on my Mac Mini (6-core i7 32GHz) using a Presonus Quantum audio interface at 256 sample buffer size. The project has ~30 tracks including some busses, groups, etc. and a mixture of stock and a fair number of third-party plugins. Ableton's CPU meter and Activity Monitor's Ableton CPU usage numbers seem confusingly unrelated.
  • At rest: Ableton's CPU meter fluctuates rapidly but hovers around ~45-50% while Activity Monitor shows Ableton's CPU usage around ~260-280%.
  • During playback: Ableton's CPU meter hovers around ~100% while Activity Monitor shows Ableton's CPU usage around ~310%.
These two measures do not appear to be linearly correlated, but what is their relationship? What does 100% average CPU usage in Ableton even mean?

(As an aside, at rest, Ableton's CPU usage is significantly higher when its window is full-screen. Shrinking the window reduces CPU usage, in this set by as much as 10% according to Ableton's CPU meter.)
